The washing machine is fine. It’s normal for a washer to "cycle" the rinse like that. As it spins, the clothes press against the side of the drum. Water is applied to the inside of the spinning drum and is forced to the outside through the clothing taking the soap residue with it. If the
water were to run constantly during the spin cycle, the clothing would be too wet and heavy to spin out properly causing stress on the machine, and clothes that are not rinsed very well.
